City of Lebanon Planning Commission Meeting
January 22, 2008
To help keep you abreast of what is occurring in Lebanon, I am beginning what I hope to be a monthly update on the important actions taken at the monthly Planning Commission meetings. I hope you will find this informative and useful; if so, please let me know in person, by phone or via e-mail. And if you do not wish to receive this, let me know that, too. I’ll do my best to report the actions as accurately as possible, but some mistakes or misunderstandings may occur.
CONSENT:
1. The final plat approval for Phases 8, 9 & 10 of Spence Creek on Hwy 109 was approved. This is in Ward 6, and will total 80 lots. These homes range from the mid-$170k to $370K. (Ward 6)
OLD BUSINESS
None
NEW BUSINESS
1. Annexation, Plan of Services & Zoning—Carmen Mangrum Property, 105 Orchard Hill Ln.
Zoned R-1A (Lowest Density Residential). Approved zoning to allow it to be divided into
lots to consolidate with Iroquois. (Ward 6)
2. Rezoning—The Villages at Callis Crossing, 454 Woodall Ln. & 840 Callis Rd. This was a
request to change the zoning on Woodall from RM-6/PUD to RM-6 (High Density Multi-Family)
Land bordering to the north and south is RM-6 and the developer felt the PUD designation
left them at a disadvantage; they want to drop the PUD to conform to the area. Voted to
recommend to City Council for rezoning. (Ward 4)
3. Rezoning—William Harris Property, 314 Cainsville Road. Change from AG (Agricultural) and
R-2 (Medium Density Residential) to M-2 (Light Industrial), to allow for auto yard. Deferred
pending state determination on non-compliance. (Ward 3)
4. Rezoning—100 Countrywood Dr. & 3625 Lebanon Road from R-1A to B-6 (Commercial).
Owners of these 2 homes want to be able to convert these two residences at the entrance to
Horn Springs Estates; much of this area leading to Five Oaks is going commercial. There is
stiff opposition by other residents and covenants disallow commercial use. Ward 6 Councilor
Kathy Warmath related she has had many opposition calls to this proposal. Commission
recommends denial to City Council. (Ward 6)
5. Preliminary Plat Amendment—Five Oaks, Phase 5, 89 lots. This was interesting in that the
applicant was requesting a waiver on the recent requirement for sidewalks and to incorporate
Phases 5 & 6 into Phase 5. Sidewalks have not been required or used in Five Oaks, and the
original plat approval was prior to the requirement. The Commission approved the request and
passed it along to the City Council (Ward 6)
6. Final Plat—Lot 3, University Medical Center, 2.61 acres, approved. (Ward 5)
7. Site Plan—Genesis Career College, Noah Court (just off Winwood Drive). This was the result
of a request that the site plan incorporate more brick and be more in keeping with the neigh-
borhood and that parking concerns be addressed. Commission approved new site plan. (Ward
5)
8. Site Plan—Discount Tire, 613 S. Cumberland St. This is the site of The Barn, the restaurant in
front of Wal-Mart that has had an unfortunately unsuccessful life. The existing structure will be
torn down and a Discount Tire outlet will be built in its place. Site plan approved. (Ward 3)
So there you have it. Again, I don’t vouch for every item being exactly complete, but you get the gist of what occurred. I hope this is of benefit and gives you an up-to-date snapshot of what is going on in our city.
