City of Lebanon Planning Commission Meeting

July 22, 2008

 

     To help keep you abreast of what is occurring in Lebanon, I provide what I hope to be a monthly update on the important actions taken at the monthly Planning Commission meetings. I hope you will find this informative and useful; if so, please let me know in person, by phone or via e-mail. And if you do not wish to receive this, let me know that, too. I’ll do my best to report the actions as accurately as possible, but some mistakes or misunderstandings may occur.  Oh, and please visit my website at www.LebanonTNHomes.com.

 

CONSENT: 

1.       Final Plat – Hickory Ridge Estates, Tract 28 – 1861 Palmer Rd. – 3.5 ac. – 2 lots (county)

2.       Final Plat – Addition to Kensington, Sec. 1C – Manchester Blvd. – 0.43 ac. – 1 lot (Ward 6)

 

OLD BUSINESS:

1.       Annexation, Plan of Services and Zoning – General Construction Inc. – 203 Quarry Loop Rd. This is a plan to join 2 tracts now zoned R-1 to M-2. Part of land has been used for storage, outside its current listing (technically outside the law); residents thought zoning request was for B-4 and are opposed. Deferred until August (Ward 6)

2.       Rezoning of Mark Tuggle and Larimore Warren properties across from Geer’s Place – This issue came up last month; the concern by Geer’s Place residents is for a lack of signage regulation that will bind any commercial use. Kathy Warmath assure the Commission that they are working hard to tie down signage regulation. Approved and passed to City Council, with the understanding that future Planning Commission action of approval of any business going on the land will be subject to future signage rules (Ward 6)

 

NEW BUSINESS:

1.       Amendment to the B-2 District to allow residential living – This would primarily affect the Lebanon Square, allowing loft homes to be added to the upper levels of existing business on the square. Although all on the Commission favor this in concept, fire and safety codes will have to be strictly applied, as some of the building are very old and will not pass in their current state. Additionally, any residential would have to provide 2 dedicated parking spaces per residence. Deferred for 60 days to allow the Fire Department to investigate feasibility.

2.       Rezoning – Francisca Henson Property – 118 Castle Heights Ave – R-1 to B-6. Withdrawn by applicant (Ward 5)

3.       Rezoning – Rowland, Pearman and Wilson Land Trust – 2200 Tuckers Gap Road – 93.69 ac. – from R-1A to B-3.  This is a part of 3 items discussed that would turn land around the existing-and-future 1-840 Interchange to a commercial zoning.  This particular tract is continguous to other B-3 zoned properties.  Local residents expressed concern over what it would be used for, as it is currently pastureland; Approved and passed to City Council (Ward 4).

4.       Rezoning – Pearman Property – 4206 Leeville Pike – 5.64 ac. – from R-1A to B-3.  Residents have concerns over ingress/egress, as property includes a blind hill and is not continguous to any other commercially-zoned property Denied (Ward 4)

5.       Rezoning – Wilson Land Trust Partners – Leeville Pike and Tuckers Gap Road – 42.94 ac. – from R1-A to B-3. Similar concerns to #4 above, does not adjoin commercially-zoned property. Denied (Ward 4)

6.       Rezoning – First Bank Redevelopment – 1020 West Main St. –from B-3 to B-4. This is the old Kentucky Fried Chicken Restaurant on West Main, and would allow its redevelopment. Approved (Ward 5)

7.       Rezoning – C & E Property – Tater Peeler Road – 33.74 ac – from R-2 and RM-6 to B-4. Approved (Ward 3)

8.       Preliminary Plat – Twyla Stone Martin Property – Rome Pike & East High –7.87 ac. – 8 lots. Approved (Ward 3)

9.       Final Plat – Lot 31 Hagan and Fizette Property – Safari Camp Road – 6.55 ac. – 2 lots Approved (County)

10.    PUD Amendment – Hickory Knoll – Hickory Ridge Road – 149.87 ac. – 404 lots.  Amended phase due to new FEMA maps which placed a number of lots in flood plain.  Applicant wants to reduce size of lots to keep affected lots out of flood plain (lots will still satisfy PUD lot size requirements). Approved, subject to City Council (Ward 4)

 

OTHER BUSINESS:

1.       Update regarding temporary trailer at Hillcrest Baptist Church.

2.       Sidewalk installation at the Villas of Five Oaks – This will be re-addressed at the August meeting

3.       Update regarding Clermont Village nursing home northwest of UMC – Located at proposed medical building near new Gibbs Pharmacy.

4.       Discussion regarding proposed amendment to the Sign Ordinance – Kathy Warmath strongly defended the work done so far on this, and acknowledged and asked the Commission to remember that it is still a work-in-progress and that all possible questions cannot be addressed in advance. However, they are working to satisfy the concerns of residents affected by future signage.  Approved to City Council.

 

     So there you have it.
