June 24, 2008

 

CONSENT:  All the items listed below were APPROVED

1.       Final Plat – Villages of Five Oaks, Phase 4 – Village Circle – 27 unites (Ward 6)

2.       Final Plat – Amendment to Lot 2A of Pamela Cooper Property – 2.19 ac. – 1 lot (County

3.       Final Plat – H.M. McIntyre Property, Lot 3 – 235 Knoxville Ave. – 1.36 ac – 3 lots (Ward 2)

4.       Final Plat – Walker Estates, Sec. 1, Phase 3 – Knoll Ln. – 2.806 ac – 10 lots (Ward 1)

5.       Final Plat – Spence Creek, Phase 13 – Hwy. 109 – 4 ac – 20 lots (Ward 6)

6.       Final Plat – Jackman Property – Bethlehem Rd. – 2.76 ac – 1 lot (Ward 6)

NEW BUSINESS:

1.       Annexation _ Hartmann Drive ROW – Coles Ferry to Hwy 231 N – 100’ Right of Way - Approved, (Ward 1)

2.       Annexatioin, Plan of Services and Zoning – General Construction Inc. – 203 Quarry Loop Road – Deferred at request of applicant (Ward 6)

3.       Rezoning – Jerry Young Construction – Stumpy Ln – Request to expand storage area on existing property to east; would be same construction as approved on adjoining property – Approved (Ward 3)

4.       Rezoning – Mark Tuggle Property – 1755 W. Main St. – From R-1A (Residential) to B-1 (Light Commercial) – Across from Geer’s Place, has run into resistance from residents. Although residents realize commercialization is a future reality, their concern is that poor planning and regulation will damage property values in Geer’s Place. Kathy Warmath spoke on this; concern is for lack of a cohesive regulation as to signage. Until that occurs, there is a concern that either the City Council. It was agreed to defer until the July meeting, as the City Council is currently addressing signage.

5.       Rezoning – Larimore Warren Property – 1751 W. Main St. – See Item #4 above

6.       Rezoning – Joseph Houston Roberts Property – 109 W. End Heights – R1 to RP-2 (Medium Density Residential – Professional Office) Haywood Barry spoke on behalf of residents, 45 of whom have signed a petition opposed to this change. Residents fear that it would increase traffic, destroy the barrier from West Main created by trees on the land, and adversely affect one of Lebanon’s oldest subdivisions with traffic and noise pollution -  Denied (Ward 5)

7.       Special Request – McClain Christian Academy – temporary gravel – this is a request to allow donated and spread gravel to remain for 1 year in a play area, in variance to ordinances disallowing gravel areas (due to dust, etc.), until the school can raise funds to have the area paved – Approved, for 1 year (Ward 3)

8.       Site Plan – Builders First Source – 3135 Hwy 109 – 28.634 ac – This is a request to extnd the drive to allow access due to highway and railway construction that has taken applicant’s property, and to improve security. Approved, with proper landscaping to be added (Ward 6)

9.       Site Plan – L.R. Jones Police Facility – 406 Tennessee Blvd – 21,085 sf to be added – Addition to the south, with additional parking, drive-thru ticket window Approved (Ward 2)

10.    Preliminary Plat – Manor View – Classic View Dr. – This is an extension/addition to the duplexes located to the right of Maple Hill Road, just past the railroad tracks. Original site plan had call for 10 duplexes; this plat calls for 13. Approved (Ward 5)
